[NBP web-reskin] Content for Programs

Content, images, and video for Programs is in the programs.zip file which
can be found in the productionfiles folder. The .doc files are new content,
the .html files need to be revised with the new style and templates. Content
goes in ../pages/programs (Readbooks, Children's Braille Book Club (cbbc),
and Touch of Genius (tog) each have there own folder in the Programs
directory); images go in htdocs/nbp/images/programs; and video in
/htdocs/nbp/media.  The files in programs.zip can replace the existing
files. 

The following outlines the menu options for Programs, each option that falls
under Programs is indicated by an open circle (o); the tertiary menu options
are indicated by a square.
